Clearly, someone told the artist to make "a cock", and the artist couldn't decide if the male chicken or the genital was meant...

Those are Roman priapii (priapuses? not sure of the plural or even how to spell it correctly). At any rate, they are symbols of good luck and were associated with virility. One of the characters, Henri, I think, has a fascination with fertility totems.
